Second meeting Tuesday 13th March

Manifesto

To build architecture between people. Creating sustainable connections within a community and the connection that the community has to its space. Getting people to question the nature of their environment and their influence on and within it. By creating a platform within which people can communicate and initiating small physical interventions with in the area. Enabling people to participate with their environment and take increased responsibility for it.


We wrote the manifesto as seen above

Things to do:

Research

- What is going to happen to the site and when?
- Come up with a comprehensive list of what we wish to find out and structure it.

Set up a space on the server where everything we find out can be put to help inform other fourth year projects

Set up a website, email address

Create a framework / template in which research can be placed

Design logo

See whether we would be able to apply for an UH grant to fund what we want to achieve.

When we have a list of all the things we want to do and how we want to go about doing them work out when we are going to do them.

I have started two lists one for what we wish to research and one for the interventions we wish to make of course as the project progresses one will inform the other but the lists will begin when me and Ernst meet tomorrow as I feel this is the next step.

Here's what we spoke about in the turkish café

Sehr geehrte Frau Bezirksvorsteher!

Am Rande einer Besitzstörungsverhandlung bei Gericht habe ich folgendes aus dem Munde des Herrn Mag. Martin Lenikus hören müssen:

"(...) der Bezirk [gemeint: Mariahilf] steht voll hinter uns, damit das Haus endlich weg ist [gemeint: Millergasse 22] (...) die Stadt Wien gibt uns sogar schon Zuschüsse zu den ganzen Verfahren (...)"

Wie ist das zu verstehen und zu deuten?

Heißt das, daß der Bezirk bzw. die Stadt Wien die Vorgangsweise des Hr. Lenikus, nämlich das Erwirken eines Räumungs- und Abtragungsauftrages (und die nunmehrige Sperre des Hauses) bei der Baupolizei (Stadt Wien) durch Vorlegen privater Gefälligkeitsgutachten, das Ignorieren der Abweisung seiner Räumungsklage in 2. Instanz (nicht rechtskräftig) und das vollkommene Ignorieren der Einstweiligen Vorkehrung des Bezirksgerichtes Innere Stadt Wien (rechtskräftig) nicht nur toleriert, sondern ausdrücklich "gutheißt"?

Wie verträgt sich das mit der Pressemeldung zum Thema "Faymann macht gegen Immo-Tycoon Lenikus mobil"?

Faymann: "Es wird in der Stadt keine
Abbruchbewilligungen geben, um einem Spekulanten zu nützen (...)"

Wie verhält sich das zu Ihrem nachfolgenden Gastkommentar in der periodisch erscheinenden Zeitschrift "Wiener Bezirksblatt" vom 24.11.2003 (Ausgabe Mariahilf, Nr. 22/03, Seite 10)?

"Mitte der 80er Jahre stellte der spekulative Ankauf von Althäusern ein massives Problem im Bezirk dar. Schikanös wurden Altmieter abgesiedelt. Die leere, unsanierte Wohnung wurde dann teuer im Eigentum verkauft. Die Gebietsbetreuung konnte speziell damals den Betroffenen oft helfen.
Doch solche Problemhäuser wird es leider immer geben. So kümmern wir uns gerade jetzt - ich als Bezirksvorsteherin in Zusammenarbeit mit der Gebietsbetreuung - um die Mieter in der Millergasse [gemeint: ON 22]. Hier wurden leer stehende Wohnungen verwüstet, das Haus wird offensichtlich absichtlich dem Verfall preisgegeben. Bewohner, die noch nicht ausziehen konnten, da keine adäquate Wohnung oder Ablöse angeboten wurden, fühlen sich schikaniert. In einem anderen Objekt in der Mariahilfer Straße [gemeint: ON 17; übrigens beides Lenikus-Häuser, Anm.] ergeht es der einzig übrig gebliebenen Mieterin nicht besser. (...)"

Und wie zu Ihrem nachfolgenden Kommentar in der jeweils wochentags erscheinenden Zeitschrift "Heute" vom 29.11.2005 (Ausgabe Nr. 311, Seite 7)?

"Das hat ja alles System! Anstatt den Altbau zu sanieren, wird er abbruchreif gemacht."

Denkmalschutz

Gespräch am 29. 3. mit Frau Mag. Pum vom Bundesdenkmalamt

Das Objekt in der Webgasse Nummer 9 stand nicht unter Denkmalschutz. Einen diesbezüglichen Vermerk gibt es nicht im Grundbuch.

Grundsätzliches zu Unter-Schutz-Stellungs-Verfahren:

- Besichtigung des Objektes hinsichtlich seines Denkmalcharakters durch die Abteilung für Denkmallisten (systematische Bearbeitung, auch unter Miteinbeziehung von Bürgeranfragen)

- Gutachtenerstellung (bezieht sich dann meist auf das gesamte Haus)

- Übermittelung der Benachrichtigung zur Unter-Schutz-Stellung an den Eigentümer

- Möglichkeit der Berufung (in dieser Phase kann das Bundesdenkmalamt eine Verfügung aussprechen, sollte die Gefahr der Beeinträchtigung der schützenswerten Substanz durch den Eigentümer bestehen)

- Vermerk im Grundbuch

Änderungen am Haus müssen von nun an in Absprache mit dem Bundesdenkmalamt unter Berücksichtigung des erstellten Gutachtens getroffen werden. Um- bzw. Anbauten hinsichtlich beispielsweise behindertengerechter Zugänge sind dabei nicht immer umsetzbar.

Nach erfolgtem Eintrag ins Grundbuch besteht bei Beeinträchtigung der Bausubstanz eine Gesetzesübertretung. Dies komme laut Aussage von Frau Mag. Pum nicht oft vor, obwohl der Strafrahmen relativ gering ist. Nur in Extremfällen besteht die Möglichkeit, auf Wiederherstellung zu bestehen.

Grundsätzlich leidet die Abteilung des Landeskonservatorats für Wien an notorischem Personal- und Geldmangel, was eine beträchtliche Verzögerung von Unter-Schutz-Stellungs-Verfahren mit sich bringt.

Find out about car parking:

Prepare interventions:
- distribute balloons with the webname on them
- prepare stickers with webgasse.info
- prepare “.info” to go on all the street signs

- do and to who and how much the newspapers have to pay to hang up their papers on weekends?
- What are the regulations for street signs?


Map and mark all public places open and useable for communication

first intervention - nature in a cup

in the night between wednesday 21st and thursday 22nd, the first intervention took place at webgasse.

with the first step of introducing the project to the public in an indirect way of communication, we aimed to heighten people's awareness of their environment by planting "nature in a cup" around the area. for this we collected 21 plastic coffee cups, filled them with soil and plants from the wienerwald and stuck them in obvious and less obvious places. each cup is numbered and forms a circle starting from where mariahilferstrasse crosses webgasse, down webgasse, along gumpendorferstrasse and back up stumpergasse to mariahilferstrasse where we started.

around 30 to 40 people have crossed our ways while placing the cups around the area, also three police cars. noone stopped to ask what we were doing. only a man on whose doorstep we placed a shivering plant came out around 1:30 in the morning, asking after a couple of minutes of observation what we were doing, finally admitting he feared we were attempting to break into his shop. anyway it's not really his shop - he has to ask the actual owner, his collaborate who is said to have studied product design at the angewandte - for permission for placing the coffee cup with the plant in his shop window.
